Our History

HJR Asphalt Ltd. was founded in 1988 in Saskatoon, Saskatchewan. The company’s name originates from its three founding partners, Harry Tarasoff, James Tarasoff, and Reg Willick, whose vision and work ethic laid the foundation for the business. Operations began in a quonset on the family farm, where the team built their first cold mix plant. That original plant remains in operation today, a testament to the durability and strong foundation established from the very beginning.

In the early days, Harry, Jim, and Reg produced cold mix while their wives operated the loader, prepared meals for the crew, and managed paperwork. Cold mix production funded the company’s expansion into paving, and HJR continued to grow, adding multiple paving crews, plant crews, base crews, and milling crews along the way.

The influence of all three founders continues to be felt throughout the company today. Their legacy lives on through the values they established, hard work, quality craftsmanship, and pride in every project.

HJR Asphalt continues to build on that foundation, with a team of long-serving employees who uphold the high standards set from the very beginning.

In January 2016, following the retirement of Jim and Reg, HJR Asphalt was purchased by Westcap Management, a private equity firm based in Saskatoon, Saskatchewan. This transition marked a new chapter for the company, providing additional resources while allowing HJR to continue operating with the same people, values, and approach that had guided the business since its founding.

In December 2022, HJR Asphalt was acquired by VINCI Construction—a global construction company operating in more than 100 countries. With over 117,000 employees and more than 1,300 business units worldwide, VINCI Construction combines extensive expertise across diverse sectors of the construction industry, delivering innovative and sustainable solutions that support regional development and create lasting value for future generations.

As part of the VINCI Construction network of companies in Canada, HJR has strengthened its operations while continuing to build on the values and strong reputation established by its founders. The company takes great pride in being part of the VINCI Construction family.
